One toilet or the whole system?

If one toilet is causing trouble but the other toilets, sinks and outside gullies are working normally, start close to that toilet. If several fittings rise, drain slowly or gurgle at the same time, the blockage is more likely to be farther along the system.

A downstairs toilet that backs up when an upstairs toilet is flushed is a different pattern from a single slow-flushing pan.

Why the toilet can block again after it has been cleared

Wipes, excessive paper or a foreign object can create a one-off obstruction. A rough joint, scale build-up or root intrusion can act differently: the drain may clear, work for a while and then catch more material at the same place.

Repeated toilet blockages do not automatically mean a collapsed drain

A collapsed pipe is one possible explanation for serious recurring blockages, but it is not the default explanation. A camera survey after cleaning is a much better basis for deciding whether repair is needed.

What happens when you flush can help locate the blockage

A toilet that rises before slowly draining can look as though the pan is at fault, but the pan may simply be the lowest place where a restricted branch shows itself. If the water level in a nearby outside chamber rises at the same time, the obstruction is farther along. If the chamber stays normal and the toilet alone struggles, investigation should stay closer to the appliance.

Where a toilet has been recently replaced, a poor connection, misplaced pan connector or object trapped close to the outlet can also produce repeated trouble without any defect in the underground drain.
